I&#8217;ve asked (police) give me some data. Please. Don&#8217;t just be running around putting fear into people. Folks are scared to death in this city. They believe ShotSpotter is going to keep them safe. Lord knows it&#8217;s not going to happen. You make bad decisions out of fear.&#8221;<\/p>\n<p>Detroit City Council Member Mary Waters, quoted in Andrea May Sahouri&#8217;s reports in <a href=\"https:\/\/www.freep.com\/story\/news\/local\/michigan\/detroit\/2022\/09\/28\/detroit-shotspotter-debate-continues-as-council-again-delays-vote\/69522597007\/\">Amid intense debate, Detroit council again delays ShotSpotter expansion<\/a><\/p><\/blockquote>\n<blockquote><p>The Chicago Police Department data examined by OIG does not support a conclusion that ShotSpotter is an effective tool in developing evidence of gun-related crime.<\/p>\n<p>\u2013 <a href=\"https:\/\/igchicago.org\/2021\/08\/24\/oig-finds-that-shotspotter-alerts-rarely-lead-to-evidence-of-a-gun-related-crime-and-that-presence-of-the-technology-changes-police-behavior\/\">OIG Finds That ShotSpotter Alerts Rarely Lead to Evidence of a Gun-Related Crime and That Presence of the Technology Changes Police Behavior<\/a>, Chicago\u2019s Office of the Inspector General (OIG), 2021<\/p><\/blockquote>\n<p>There&#8217;s no evidence that the gunshot detection at the heart of ShotSpotter&#8217;s &#8220;Precision Policing Platform\u2122&#8221; is effective. Even when it&#8217;s lucky enough to accurately detects that gunshots were fired, most of the time the results are like <a href=\"https:\/\/www.rlsmedia.com\/article\/update-shotspotter-device-alerts-newark-police-gunfire-millington-avenue\">this recent report from Newark<\/a>: police responded, but found no reports of victims. As well as wasting time, these false positives increase the number of heightened and harmful interactions with police \u2013 like on October 4 in Peoria, when <a href=\"https:\/\/www.pjstar.com\/story\/news\/2022\/10\/05\/samuel-richmond-peoria-police-shooting-what-we-know\/69541682007\/\">police killed Samuel V. Richmond while responding to a ShotSpotter alert<\/a>. \u00a0And since most ShotSpotter deployments are in Black, brown, and poor communities, <a href=\"https:\/\/endpolicesurveillance.com\/burden-on-communities-of-color\/\">guess who bears the brunt of this<\/a>? <\/p>\n<p>But commercial surveillance companies like ShotSpotter are very good at hyping their ineffective technology \u2013 and President Biden has encouraged cities to spend &#8220;leftover&#8221; pandemic relief funding on law enforcement. \u00a0So ShotSpotter is a very convienient way for city governments to <em>claim <\/em>they&#8217;re doing something to address gun violence (as opposed to spend money on youth programs, jobs, housing, mental healthcare, or other investments that would actually have an impact). \u00a0As a result, <a href=\"https:\/\/seekingalpha.com\/article\/4532236-shotspotter-inc-ssti-ceo-ralph-clark-on-q2-2022-results-earnings-call-transcript\">ShotSpotter&#8217;s business continues to grow<\/a>. <\/p>\n<p>All across the country, local organizers are fighting back. \u00a0In July, a MacArthur Justice Center at Northwestern University\u2019s law school <a href=\"https:\/\/apnews.com\/article\/gun-violence-technology-crime-chicago-lawsuits-3e6145f63c96593866cf89ac01ce7498\">filed a federal lawsuit<\/a> against Chicago, on behalf of plaintiffs Michael Williams and Daniel Ortiz (both jailed as a result of ShotSpotter charges before being released). \u00a0And as Angrej Singh describes in <a href=\"https:\/\/techpolicy.press\/evaluating-the-growing-movement-to-stop-shotspotter\/\">Evaluating the Growing Movement to Stop ShotSpotter<\/a> on <em>Tech Policy Press<\/em>, the broad coalition of groups in the <a href=\"https:\/\/stopshotspotter.com\/\">#StopShotSpotter coalition<\/a> has now grown to about 20 cities.<\/p>\n<blockquote class=\"kg-blockquote-alt\"><p>TAKE ACTION! <br \/>1. <a href=\"https:\/\/act.newmode.net\/action\/mpower-change\/tell-shotspotter-stop-selling-surveillance\/\">Sign the #StopSpotterCoalition petition<\/a>!<br \/>2. Look for local organizers and get involved!<\/p><\/blockquote>\n<p>So here&#8217;s some updates about recent ShotSpotter-related discussions around the country. \u00a0If you want to find out more, I&#8217;ve got a list of references at the end of the article. <\/p>\n<h2 id=\"detroit\">Detroit<\/h2>\n<blockquote><p>So far, the favorite public comment today: <\/p>\n<p>&#8220;We don&#8217;t need ShotSpotter. Lucas Duprile&#8217;s <a href=\"https:\/\/www.cleveland.com\/news\/2022\/09\/cleveland-wants-to-spend-28-million-to-quadruple-the-size-of-its-controversial-gunshot-detection-tool-stimulus-watch.html\">Cleveland wants to spend $2.8 million to quadruple the size of its controversial gunshot detection tool<\/a> includes perspectives from supporters and opponents. \u00a0 <\/p>\n<p>Black Lives Matter Cleveland President LaTonya Goldsby&#8217;s <a href=\"https:\/\/cleveland.com\/opinion\/2022\/09\/cleveland-should-cancel-its-shotspotter-contract-not-expand-it-latonya-goldsby.html\">Cleveland should cancel its ShotSpotter contract, not expand it<\/a> goes into more detail.<\/p>\n<blockquote><p>ShotSpotter claims to be highly accurate, with a low false positive rate. However, ShotSpotter has never published results of validation testing. These rates are based on the assumption that every alert is a gunshot. ShotSpotter gives itself a starting grade of 100% and only decreases this number as police report mistakes, something they often aren\u2019t told to do and cannot properly evaluate. Of departments that self-report, false positive rates can be in the double digits. When subpoenaed for proof showing how their system works, ShotSpotter has in one instance <a href=\"https:\/\/chicagoreader.com\/news-politics\/shotspotter-held-in-contempt-of-court\/\">asked to be held in contempt of court<\/a> rather than provide that information. No tool used in our criminal legal system should be used to arrest, incarcerate, and convict without proving it works.<\/p>\n<p>Does ShotSpotter prevent gun violence? Their own contracts do not make that claim. From one ShotSpotter Respond Services Agreement: \u201cShotSpotter does not warrant or represent, expressly or implicitly, that the Software or Subscription Services or its use will: result in the prevention of crime, apprehension or conviction of any perpetrator of any crime, or detection of any criminal.\u201d One <a href=\"https:\/\/wpln.org\/wp-content\/uploads\/sites\/7\/2022\/02\/Doucette-Impact-of-ShotSpotter-Technology-on-Firearm-Homici.pdf\">study<\/a> that examined results from around the country found that ShotSpotter has had no significant impact on violent crime &#8211; it\u2019s not a crime-fighting tool.<\/p><\/blockquote>\n<p>Matthew Richmond&#8217;s <a href=\"https:\/\/www.wksu.org\/government-politics\/2022-10-05\/use-of-shotspotter-alerts-in-cleveland-arrests-is-raising-constitutional-concerns\">Use of Shotspotter alerts in Cleveland arrests is raising constitutional concerns<\/a> on WKSU and Rachel Dissell and Mark Puente&#8217;s <a href=\"https:\/\/www.clevescene.com\/news\/cleveland-has-spent-millions-on-police-cameras-why-are-the-locations-a-secret-40517382\">Cleveland Has Spent Millions on Police Cameras. Why Are the Locations a Secret?<\/a> on <em>Cleveland Scene <\/em>provides even more context.<\/p>\n<blockquote class=\"kg-blockquote-alt\"><p>TAKE ACTION: <br \/><a href=\"https:\/\/actionnetwork.org\/letters\/end-shotspotter-contract-in-cleveland\">Black Lives Cleveland&#8217;s open letter \u00a0on Action Network<\/a><br \/>has scripts and contact information for the city council.<br \/>Fill in your name and address, and click &#8220;Start Writing&#8221; to get the details.<\/p><\/blockquote>\n<h2 id=\"portland-oregon\">Portland Oregon<\/h2>\n<p>On September 22, <a href=\"https:\/\/www.opb.org\/article\/2022\/09\/22\/portland-oregon-gun-violence-police-shotspotter\/\">Mayor Ted Wheeler announced a plan to move forward with a ShotSpotter pilot program<\/a>. \u00a0The next step is to develop a detailed proposal, including which Black and brown neighborhoods to deploy the system in, after which the City Council will vote. \u00a0<\/p>\n<p>A few relevant links:<\/p>\n<ul>\n<li>An <a href=\"https:\/\/www.documentcloud.org\/documents\/22161727-smart-city-pdx_shotspotter-comments\">August repor<\/a>t from Smart City PDX (the city government agency that focuses on surveillance technologies) highlights concerns, including accuracy issues, cost, and the risk of legal liability to the city. \u00a0<\/li>\n<li><a href=\"https:\/\/medium.com\/@ssspdx\/an-open-letter-from-portland-community-organizations-about-shotspotter-and-its-impact-on-2f09c924bdc8\">Say No to ShotSpotter: An Open Letter from Portland Community Members<\/a> (signed by representatives from a broad coalition of Portland-based organizations including \u00a0Campaign Zero, Freedom to Thrive, Oregon Justice Resource Center, and PDX Privacy) responds to the FITCOG community oversight group&#8217;s endorsement of ShotSpotter. \u00a0<\/li>\n<li>Local activist @AbolitionBabe&#8217;s <a href=\"https:\/\/twitter.com\/AbolitionBabe\/status\/1556768410129707008\">letter<\/a> to the Mayor and City Council includes data collected by Campaign Zero, including a poll in which a significant majority of voters disapproved of ShotSpotter when told of its inability to lead police to actionable evidence. <\/li>\n<li><a href=\"https:\/\/twitter.com\/A9Collective\/status\/1574823241721712641\">The A9 Collective live-tweeted the September 27 City Council meeting<\/a> discussing surveillance policies<\/li>\n<\/ul>\n<h2 id=\"seattle\">Seattle<\/h2>\n<p>On September 27, Seattle Mayor Bruce Harrell&#8217;s initial budget proposal included $1 million for a ShotSpotter program. \u00a0This isn&#8217;t a surprise; <a href=\"https:\/\/twitter.com\/DecrimSeattle\/status\/1453939785253339136\">last October<\/a>, Harrell said he&#8217;d direct funding to ShotSpotter if elected, and he&#8217;s been pushing for it <a href=\"https:\/\/www.thestranger.com\/news\/2016\/06\/02\/24158530\/mayor-council-and-police-try-again-with-shotspotter-gunshot-detection-system\">since 2012<\/a>. \u00a0Not only that, <a href=\"https:\/\/publicola.com\/2022\/09\/27\/harrells-budget-would-move-parking-enforcement-back-to-spd-add-10-million-to-homelessness-authority-and-use-jumpstart-to-backfill-budget\/\">as Erica Barnett reports on PublicCola<\/a>, his chief public safety advisor Tim Burgess pushed unsuccessfully to set up ShotSpotter technology in the Rainier Valley back when he was on the city council.<\/p>\n<p>It didn&#8217;t take long for opposition to surface. \u00a0 As KING5&#8217;s Sebastian Robertson reported <a href=\"https:\/\/www.king5.com\/article\/news\/local\/seattle\/seattle-gunshot-detection-technology\/281-8f2d54a3-3a50-42aa-ae06-dfa527517b51\">the very next day<\/a>:<\/p>\n<blockquote><p>The Seattle Neighborhood Group, a nonprofit working to create safer communities\u2019 argues the money could be better spent somewhere else \u2013 fearing an overreaction by police responding to a computer and not a human call for help.<\/p>\n<p>\u201cResearch has shown that the effects of the shot shooter technology are damaging to communities of color. It\u2019s unreliable and results in false alarms and conflicts within our communities,\u201d said Cathie Willmore with the Seattle Neighborhood Group.<\/p><\/blockquote>\n<p>And by September 30, <a href=\"https:\/\/www.thestranger.com\/news\/2022\/09\/29\/78549071\/mayor-harrell-proposes-1-million-for-questionable-surveillance-tech\">Councilmember Lisa Herbold announced her opposition.<\/a><\/p>\n<p>Even though Seattle&#8217;s one of the few cities that actually cut police spending in the aftermath of the George Floyd uprising in 2020, <a href=\"https:\/\/www.seattletimes.com\/seattle-news\/politics\/50-was-a-mistake-how-seattle-city-council-abandoned-the-idea-of-defunding-police\/\">several City Councilmembers&#8217; positions have shifted since then<\/a> and last November&#8217;s elections brought in a new pro-police councilmember as well as the pro-police Mayor. Then again, the Decriminalize Seattle coalition does outstanding work, quite a few Tech Equity Coalition groups are in Seattle, the Seattle Privacy Coalition helped stop several previous proposed ShotSpotter deployments, and the city&#8217;s looking at a <a href=\"https:\/\/www.seattletimes.com\/seattle-news\/politics\/no-obvious-way-out-seattle-facing-117-million-revenue-shortfall-in-2023\/\">$117 million budget deficit<\/a> in 2023. \u00a0<\/p>\n<p>An added wrinkle: ShotSpotter doesn&#8217;t yet have a Surveillance Impact Report (required under Seattle&#8217;s Surveillance Ordinance). Also <a href=\"https:\/\/twitter.com\/eyesonthestorm\/status\/1574870243918622720\">as Shaun Scott notes on Twitter<\/a>, a Race and Social Justice Initiative analysis &#8220;would caution against its deployment because the racially disparate impact of increasing points of contact between cops and Rainier Valley &#8211; site of the proposed pilot &#8211; is deathly clear.&#8221; \u00a0So it&#8217;ll be interesting to see how it plays out.<\/p>\n<h2 id=\"dayton\">Dayton<\/h2>\n<p>On October 4, <a href=\"https:\/\/www.daytondailynews.com\/local\/dayton-not-renewing-contract-with-shotspotter-program\/PYYGLLNVRJGUHEAF4OSJJ7K4NA\/\">Dayton decided not to renew their contract with ShotSpotter program<\/a>. \u00a0As Cornelius Frolik <a href=\"https:\/\/www.daytondailynews.com\/local\/dayton-not-renewing-contract-with-shotspotter-program\/PYYGLLNVRJGUHEAF4OSJJ7K4NA\/\">reports<\/a> in the Dayton Daily News<\/p>\n<blockquote><p>\u201cBased on the analysis of the ShotSpotter data, considering community response, changes in state law, budget, officer response and other factors, it has been decided that the city of Dayton and the Dayton Police Department will not renew the ShotSpotter contract in 2023,\u201d police said in a statement.<\/p><\/blockquote>\n<p>E.J.
